W. Paul DeBree, RPh, MA, HPF – Vice President & Partner

Paul has successfully brought his recognized experience in providing practical solutions to marketing professionals within the managed care, pharmaceutical, and biotech industries to consulting clients since 2002. For 10 years prior, Paul held the position of Senior Vice President, Industry Relations at National Prescription Administrators (NPA), a PBM with HMO, union, and self-insured clients covering 6 million lives. Paul was responsible for industry relations at NPA, and his responsibilities included the PBM formulary, membership on the Pharmacy and Therapeutics Committee, formulary contracting strategy, and billing policies.

In addition, Paul was responsible for managing all manufacturer contracts, integrated programs for therapeutic intervention, compliance, injectable products, Medicare/senior discount cards, and the financial and performance integration of mail-order programs into the formulary benefit. He managed and directed the pharmacy retail network (including its contracting activities), as well as the formulary and audit departments, overseeing a staff of 50 people. The integration of these functions provided long-term formulary support for NPA’s clients and its partner manufacturers. Paul has also served as an expert witness in litigation, providing formulary, contracting, and audit information from the PBM and managed care organization perspectives.

Prior to joining NPA, Colonel DeBree served in the Army Medical Service Corps as a pharmacist, educator, researcher, activity director, and commander. Key assignments included the Department of Defense (Health Affairs) with CHAMPUS and HCFA program development, Health Services Command, Academy of Health Sciences, and The RAND Corporation. Mr. DeBree has a BS in Pharmacy from the University of Connecticut and an MA from Pepperdine University. He is a Health Policy Fellow from The RAND/UCLA Center for Health Policy Study.
